Singapore employers recruiting international technology professionals must match each candidate and role to the correct work-pass route. Salary is only one part of the decision. Employers may also need to meet job-advertising requirements, assess the candidate under COMPASS, confirm S Pass quota availability or determine whether an individual talent pass is appropriate.

This guide explains the Employment Pass, S Pass, Tech.Pass and Overseas Networks & Expertise Pass, including the changes already announced for January 2027. It also outlines practical steps for recruitment, compliance planning and employee integration.

Higher EP salary thresholds and a new ONE Pass (AI and Tech) track are scheduled to take effect in January 2027. Singapore Work-Pass Options for Technology Talent

The appropriate route depends on the work performed, the candidate’s experience and salary, the employer’s workforce profile and whether the pass is tied to one employer.

Employment Pass: The Main Route for Professional Technology Roles

The Employment Pass is Singapore’s principal work pass for foreign professionals, managers, executives and technicians. It commonly applies to experienced software engineers, cloud architects, cybersecurity specialists, data scientists, AI researchers and technology leaders.

An EP candidate must first meet the age-adjusted qualifying salary. For applications submitted before 1 January 2027, the minimum is S$5,600 per month outside financial services and S$6,200 in financial services. The threshold increases with age, reaching S$10,700 outside financial services and S$11,800 in financial services at age 45 and above.

For new applications from 1 January 2027, the minimum will increase to S$6,000 outside financial services and S$6,600 in financial services. The corresponding thresholds at age 45 and above will rise to S$11,500 and S$12,700.

The EP does not carry a numerical quota or foreign-worker levy. That does not mean approval is automatic. Unless exempt, the candidate must pass COMPASS, and the employer must comply with the Fair Consideration Framework job-advertising requirement.

EP holders earning at least S$6,000 per month may be eligible to bring a legally married spouse and unmarried children under 21 on Dependant’s Passes, subject to the applicable requirements.

S Pass: Associate Professional and Technical Roles

The S Pass targets mid-level skilled workers in technical or specialist roles. It can be relevant when hiring candidates whose roles and salaries do not meet the EP framework.

The current minimum qualifying salary is S$3,300 per month and rises progressively with age. Employers should use MOM’s Self-Assessment Tool because the applicable threshold depends on the candidate’s age, sector and application date.

Unlike the EP, the S Pass is subject to employer quotas and a monthly levy. S Pass holders are capped at 10% of the workforce in the services sector and 15% in construction, manufacturing, marine shipyard and process sectors. Since 1 September 2025, the monthly S Pass levy has been S$650 across sectors and levy tiers.

Before selecting the S Pass route, employers should check their current quota position rather than relying on a general sector percentage. MOM calculates quota entitlement using the employer’s workforce and CPF records.

Tech.Pass: A Narrow Route for Established Technology Leaders

Tech.Pass is a personalised pass for established technology entrepreneurs, leaders and technical experts. The individual applies directly and, if approved, can undertake several permitted activities, including operating a business, working for companies, consulting, investing, mentoring and lecturing.

Applicants must have earned a fixed monthly salary of at least S$22,500 in the previous year and have at least five cumulative years of experience in a leading role at either a qualifying technology company or a technology venture-capital firm meeting EDB’s specified thresholds. Employers and candidates should check the complete EDB criteria rather than treating salary alone as sufficient.

Employers do not sponsor Tech.Pass in the same way they sponsor an EP or S Pass. A company may recruit someone who already holds the pass or discuss the route with a candidate who appears to satisfy the eligibility conditions.

Singapore has announced that Tech.Pass will be replaced by a new ONE Pass (AI and Tech) track on 28 January 2027. New Tech.Pass applications remain open until 27 January 2027 at 11:59 p.m. Existing Tech.Pass holders may remain on their approved passes until expiry. Employers planning senior technology recruitment across the transition should verify which route is open when the candidate applies.

ONE Pass: Top Talent Across Qualifying Sectors

The Overseas Networks & Expertise Pass, commonly called ONE Pass, is a personalised five-year pass for top talent across business, arts and culture, sports, academia and research. Candidates generally qualify through a salary route requiring fixed monthly earnings of at least S$30,000 and an established employer, or through an outstanding-achievement route in specified fields.

ONE Pass holders are not tied to one employer and may work for multiple companies in Singapore, subject to the pass conditions. The route should not be described as a general ‘global talent visa’; use the official pass name and assess the candidate against MOM’s current criteria.

Fair Consideration Framework: Advertise and Consider Fairly

Unless an exemption applies, employers must advertise EP and S Pass vacancies on MyCareersFuture for at least 14 consecutive days before submitting the work-pass application. The advertisement must be fair and clear, and the employer must consider candidates fairly.

Advertising exemptions include jobs paying a fixed monthly salary of at least S$22,500, positions in companies with fewer than 10 employees and certain overseas intra-corporate transferee arrangements. An exemption from advertising is not an exemption from fair-hiring expectations.

Employers should keep a defensible record of how applicants were assessed against job-related requirements. MOM may debar employers that engage in discriminatory hiring from submitting new work-pass applications and renewing existing passes for 12 to 24 months.

Practical FCF Controls

  • Build the required advertising period into the recruitment plan unless an exemption has been confirmed.
  • Use the same role requirements and salary range throughout the advertisement, candidate assessment and work-pass application.
  • Assess candidates against documented, job-related criteria rather than nationality or another non-job-related characteristic.
  • Keep records showing how local and international applicants were considered.

COMPASS: The Employment Pass Points Assessment

Most EP candidates must pass the Complementarity Assessment Framework, or COMPASS, after meeting the qualifying-salary requirement. A candidate who does not meet the salary threshold cannot qualify by earning additional COMPASS points.

An application generally needs 40 points. COMPASS evaluates four foundational criteria:

  • C1 – Salary: the candidate’s fixed monthly salary compared with local professional, managerial, executive and technical salaries in the sector.
  • C2 – Qualifications: degree-equivalent and other recognised qualifications. Employers do not need to claim qualification points if the application can pass without them.
  • C3 – Diversity: the candidate’s nationality as a share of the employer’s professional workforce.
  • C4 – Support for local employment: the employer’s share of local professionals compared with other organisations in the same subsector.

Applications may also receive bonus points for qualifying shortage-occupation roles or for employers that meet specified strategic economic priorities. Employers should use MOM’s Self-Assessment Tool before applying.

Candidates earning at least S$22,500 per month, qualifying overseas intra-corporate transferees and candidates filling roles for one month or less may be exempt from COMPASS. The employer should confirm the exemption rather than assuming that every high-salary or transferred employee qualifies.

Integrating Foreign Technology Professionals

Securing work-pass approval is only one part of an international hire. Retention depends on whether the employee understands the role, can settle in Singapore and becomes part of the working team.

Provide Singapore-Specific Onboarding

Even experienced professionals benefit from structured orientation covering the employer’s expectations and Singapore’s working environment.

Explain practical matters before the start date: relocation responsibilities, housing options, transport, healthcare arrangements, payroll, benefits, workplace policies and the support available to accompanying family members. Assign one named contact for practical questions during the first weeks.

Create Clear and Inclusive Communication

Communication styles vary across cultures, and technology teams often include several nationalities. Managers should set clear expectations for meetings, written decisions, feedback and escalation.

Minimize unexplained local acronyms during onboarding, document important decisions and give new employees a reliable way to ask questions. Communication support should involve the manager and the existing team rather than placing the full burden of adaptation on the new hire.

Structure Knowledge Transfer and Mentorship

Design knowledge transfer into the role. A cloud, cybersecurity or AI specialist may mentor colleagues, document technical standards or lead training related to the expertise for which the person was hired. Local colleagues can provide business, customer and market context in return.

Set specific expectations for the first 30, 60 and 90 days. Review role clarity, working relationships, relocation issues and early signs of withdrawal rather than waiting for the annual performance cycle.

Frequently Asked Questions

How long does an Employment Pass application take?

MOM states that an online EP application will generally be processed or receive an update within 10 business days. Applications requiring additional information or review can take longer. An overseas company without a Singapore-registered office should expect a different process and timing.

Can an employee start work while the pass is being processed?

No. The candidate should not begin working until the appropriate pass has been approved and issued. Employers should keep proposed start dates conditional on work authorisation.

Does every Employment Pass application need 40 COMPASS points?
